It is under the upper intake manifold attached to the bank of injector poppets (aka the spider).

Assuming this is a 4.3L engine, the fuel pressure regulator is located under the upper intake manifold. The upper intake manifold must be removed to gain access to the regulator.

The 1997 Cadillac Deville fuel pressure regulator can be found on top of the engine. The fuel pressure regulator will be near the fuel injector pump.
The voltage regulator is built into the alternator.

The fuel filter. The fuel pressure regulator. The electrical plug/wiring at the fuel pump. The fuel pump relay located in the glove box. The oil pressure sending unit.
you have to take the top half of your air intake off not the whole thing and you'll see the regulator on the back of your engine beside your distributor
It's likely the fuel pressure regulator. I had a Chevy Corsica with the same problem and it was solved by replacing the regulator.
