I just looked at my manual for a 1981 and I know they're both mechanical fuel pumps. The picture shows the top of the engine on the intake side of the engine. It just looks like an inverted metal saucer with some rubber fuel lines going to it. It has a lever arm that must need to rub against a cam to create the pulsating motion necessary for the diaphragm to pump. If you trace fuel lines from your carburetor back, you'll have to get to it.

The fuel pump on a 92 Toyota Celica GT is located inside the fuel tank. It pulls fuel from inside the tank and pumps it along the frame to the engine.

You will need to take the fuel tank off the 1991 Toyota Celica GT and remove the fuel pump and replace it. Always make sure to drain the gas before you take the tank off the car.
