The fuel Pump on my 1990 Town Car is located in the fuel tank on the forward side of the fuel tank . Jack the car and properly support and locate access between tank and rear axle. Not a FUN job. Disconnect the fuel lines and Fuel sensor. The fuel level sensor is an integral part of the assembly. Use a punch to rotate the quarter turn locking ring to remove unit from tank. I had to rotate and play with the assembly to cause the fuel level float to clear the tank. Patience and determination worked for me. The fuel lines connect with Ford's quick connectors and you will need to get the release tools to remove the lines. Got mine at NAPA. Come either two plastic ones to a pack which I first purchased and later went back and bought the metal ones as they cover A/C lines etc. Final note I learned the hard way. I live in the desert....the pump needs fuel around it to dissipate the motor heat. If you are in a hot area keep at least a 1/4 tank of fuel to ensure pump remains submerged. My first experience with that was in the middle of nowhere on a trip.

The fuel pump on a 2000 Lincoln Town Car is replaced by lowering the fuel tank, disconnecting the fuel lines, and unbolting the fuel pump. It can then be lifted from the tank and a new pump installed.
Check the fuel pump fuse and the fuel pump relay.

WHY DONT YOU JUST PULL THE FUSE TO THE FUEL PUMP
On a 1996 Lincoln Town Car : The ELECTRIC fuel pump is INSIDE the fuel tank ( the fuel tank is a vertical tank , behind the passenger rear seat , and the fuel pump is mounted in the side facing towards the rear seat )
On a 2003 Lincoln Town Car : The fuel pump shut off switch ( inertia switch ) is in the trunk , on the drivers side
On a 1996 Lincoln Town Car : The electric fuel pump is mounted INSIDE the fuel tank ( the fuel tank is a vertical tank behind the rear seat and the fuel pump is mounted in the side of the tank facing towards the rear seat )
