No, its not inside, but it might as well be. It is located on above the fuel tank and you cannnot access it without dropping the tank. I just had to replace the fuel pump on my 1997 Breeze, which is how I located the filter. Time consuming, pain in the butt, and, in my humble opinion, a very poor design by Chrysler.

The fuel filter on a 1997 Plymouth Voyager is mounted above the onboard edge of the fuel tank.
Start by checking the 1997 Plymouth Breeze for proper fuel pressure. Also check for any loose connections at the crank position sensor or the coil packs. Any of these could cause the stalling problem.
