Plymouth does not use inertia/reset switches.
I don't have the 98 but my 1997 didn't come with factory pre installed anchors. The Canadian dealer provided them and installled them at no cost to me.

Chrysler does not have safety or shut off switches.
The neutral switch is located on the left side of the transmission, toward the front of the car, by the radiator. It's black plastic and goes in at an angle on the side of the trans, just above the trans oil pan. Unscrew it and screw in a new one.
This depends on National and Local electrical codes for your area. Generally a disconnect need to be within 3 feet of a AC system.
It has safety features like the automatic shutoff after a certain time period.
Check the engine ground before replacing parts. I have a 97 Plymouth Breeze that would not turn over, but the lights and radio worked. After replacing 4 parts (starter/solenoid, ignition switch, crank case sensor and safety switch), it turned out that the engine was not grounded properly. Once the ground was reattached correctly, car started.
My question to you is why? ABS works and is a great safety feature. If you REALLY want to.. unplug one of the wheel speed sensors. This will also disable your electronic traction control. Can't have one without the other.

It usually works the throttle. When you let go, it gets no gas and dies.
