Most likely you're looking for the fuse. I have a 98 Lesabre, and as far as I know there's no relay but there is a fuse. In addition to the obvious fuse box under the driver's side dash, there is a semi-hidden fuse box you can access by removing the kick panel on the passenger side under the dash. That's where you'll find the horn fuses, fuel pump fuse, and a few other useful fuses.
Just put in a new fuel filter yesterday, so I pulled the fuse to relieve the fuel system pressure.
