There is no fuel pump shut off switch on a Pontiac Firebird. Instead, it has a fuel pump relay under the hood in the power distribution box.
It is located in between the upper and lower intake manifolds by your fuel rod

Located behind the radio just to the upper right corner..grey relay box about an inch by inch cube.
Blown fuse, defective fuel pump relay, clogged fuel filter, or the pump itself is defective.
The VATS resistor on your key may be bad, or inside your steering column.
