You need to take out the fuel tank and the regulator is on the top of the fuel pump
the 1998 ford escort does not have a fuel pressure regulator. It does however, have a fuel pressure sensor located on the fuel injector rail. It has a connector attached to it and can be removed by taking out the attaching screws and twisting and tugging on it.

i In the gas tank attatched to the fuel pump. There is also a fuel pressure damper up in the engine on the fuel line as it goes into the injection system.
On a 98-2000 its right after the fuel rail hidden bellow the air intake manifold
The fuel tank pressure sensor is actually the fuel pressure regulator. There is a sensing unit within the regulator.
The engine computer is also the voltage regulator.
It is located under the upper intake manifold. It is attached to the bank of injector poppets aka "the spider".
On fuel rail under intake plenum almost in center of engine if you reach behind plenum you can feel the vacuum hose going to it
A fuel pressure regulator on a 4.3L can leak undetected but cause the vehicle to fail emissions.
Could possibly be the fuel filter if not, fuel pump or pressure regulator.
