I don't know about the 3.5L, but on the 2003 Saturn Vue 2.4L and the 3.0L, it's in the fuel filter. You can get the fuel filter for the 2.4L at any auto parts house, around $70.00. The 3.0L fuel filter/regulator, is a dealer item.

yes it is a round chrome unit with a rubber vacuum hose mounted on fuel injector rail under intake I think on drivers side ,look for the 2 quick connect fuel line fittings and follow fuel feed rail that connects and feed fuel to injectors if fuel leaks out this rubber hose regulator have a bad diaphragm If it holds 18 inches of vacuum and fuel pressure raises about 10 psi regulator is god as long as you have about 30-35 psi fuel pressure
Where is the fuel filter on a 1998 dodge neon? well theres 2 filters but only one is kinda serviceable the one is in the tank and the other 1 is part of the fuel pressure regulator and you cant change just the filter it has to be the whole thing i know the 1998s attach to the fuel tank and there like $35-55
If you have an intake and some sort of aftermarket exhaust, the air is increased slightly, so you want to compensate with a little more fuel. Factory is 35-37. Bump it to 40, no higher than 45 psi.
Assuming it is a 302 or 351W with EFI, it could be,a restricted/damaged catalytic converter, a restriction in the exhaust system, a restricted/dirty fuel filter, a faulty fuel pump, a faulty fuel pressure regulator,
rail pressure is 28 to 35 psi....pump pressure is is higher ,airtex e 2000 for example is aprox 95 psi but your rail fuel regulator just sends the left over fuel back to the tank..if you us a pump that is to low in pressure the engine will starv under load.
