The fuel pump main relay in a 1998 Chevy Blazer is located in a black box under the vehicle's hood. You will find the relay and sensor box near the firewall on the passenger side of the vehicle.
The fuel pump relay for the 1998 S10 should be found in the relay/fuse center under the hood. The fuel pump relay for the 1997 S10 would be found in the back of the glove box, first one on the left (closest to the driver).

If you are looking for an inertia switch for the fuel pump, Chevy doesn't use one. That's a Ford thing. However, if you are looking for the fuel pump relay on that 98 S10, look in the glove compartment. You will see a door marked "relays". Behind that access door you will see a few relays, the fuel pump relay will be the first one on your left.
I know on my '98 Prizm it is accessible from the inside down low on the passenger side. Not an overwhelming job.
