That is what goes in the very top of the fuel tank.
Probably a faulty sending unit in the fuel tank.
Inside the fuel tank. The tank has to be removed and the fuel sending unit removed to replace the fuel pump.
The fuel pump on that 98 Blazer would be found inside the fuel tank. The fuel tank would have to be removed to gain access to the pump.

check fuel sending unit and float. Also check fuel gauge itself.
The problem is : Today's gas is trash and the sulfur that is in it is taking a toll on the fuel leveling sensors and sending units that are inside of the fuel tank. Replace the fuel sending unit unless you can buy the fuel leveling sensor by itself.
The oil sending unit is below the thermast housing on a 1998 accord
on top of the fuel tank on the fuelpump mod.

Most of the time it is the sending unit inside the fuel tank. This is a single pump. sensor assembly. Drop the tank and replace the pump and sensor.
The temperature sending unit it on the front of the engine. It is on the top just beside of the water intake.
