The fuse box is located under the dash just to the left of the steering column. It has a white cover on it, which makes it appear to be a relay instead of a fuse box.

I wouldn't recommend it. Aircooled VW fuses are pointy ended, and the fusebox on an aircooled VW is designed with them in mind. Technically, you COULD replace the fusebox and use glass fuses, but if I was going to all that trouble I'd change to either the modern plastic fuses or to circuit breakers.
Not certain about the 91, but in the 89 they're in the fusebox. Open the glove compartment and look on the right hand side. The fusebox cover labels the location of the fuses. There are separate fuses for the left and right headlights.

If this is a vehicle you are referring to, there is generally a diagram on the fusebox cover which shows which devices are protected by which fuses. If you are dealing with a fusebox in a house, that is rarely true. In that case, all one can do is remove the fuses one by one and see which areas of the house lose power.
