The answer is that there are many fuseboxs on a 2003 forester.
Here are just some of the ones I have found.
Main one is in the engine bay by the passenger bulkhead.
Also on in the glove box top near the alarm reset button.
Also behind the small coin change door near the drivers leg.
Note: You will need to remove the small coin change drawer and behind you will find a secret hidden fusebox.
Also in the rear luggage area near the additional 12volt outlet power supply connector.
I spoke to an electrical engineer and he reckons there are several more.
