In a 1987 Park Avenue the fuse panel is located under the dash panel where the headlight switch is. There are two finger screws on the left side of the dash by the door, turn these left to release, then pull the panel off.
I am not wholly certain, but in the 1992 Park Avenue I have it is located on the left side abouta foot in from the door. There are also other fuses located on the RIGHT side of the dash under the sound insulator.
