on a 1998 the fuse block is located behind a dust shield under the steering column. two plastic screws hold a cover plate up. simply turn these a 1/4 turn and the cover should fall out and there is your fuse block for the inside. also one on the drivers side under the hood behind battery. these are mainly buss fuses and relays.
