The fuse box on my 85 landcruiser is on the outside wall next to the excellerator pedal.
Under the hood in the fuse/relay center.
The Land Cruiser has two fuse panels. There is a panel in the floor on the passenger side and also a fuse panel in the engine bay.
You can find a diagram of the fuse box in an 87 Land Cruiser in the vehicle's owner's manual. You can also find it in auto part stores.

It is high up on the passenger side kick panel. It is the forth one from the back on the second row (15 amp)
Starter relay is located under the bonnet in the main fuse box. It is purple in mine. There should be a pattern on top of the box to show you which relay it is.
The Fuse compartment is located on the far left side of the dashboard below you will see a small plastic access panel that you need to pull out. You will see a panel with the fuses. The #1 on in the first column is for the radio, but you should also check the # 13.
My 93 has it under and to the right of steering column but it's a right hand drive.
