There are 2 fuse box's. The small one is inside the car up around the brake pedal, the 2nd is is under the hood on the passenger side. You need the car manual to tell you what is what.
The connection on the 96 CV is on the drivers side under the dash. It is very near the fuse box under there.

In my 1993 crown Victoria the a/c fuse was located in the under hood fuse box. This is a black box full of larger fuses and relays. It is likely a relay, and not a fuse, but if located in this box, it will be labeled on the underside of the cover of the black plastic box as a/c relay or fan relay (if fan may be the problem, they could be separate fuses or all - one. the black box is usually located on the drivers side, under the hood, close to the dash/windshield area, and the top will snap off, either with a screwdriver, or by hand.

I recently purchased several crown vics at county auction, 98's and 96's. All ran perfect, but both of the 96's stopped running. The fuel pumps has stopped working, so it's either a relay, a fuse, or the pump itself.

The horn relay for a "96 Crown Victoria (police model) is located on the right fender where the fuse/relay box is.....3rd relay in from the right. If you are on the right side of the car.....3rd one towards the engine.
