I believe the fuse is located under the driver's side dash. It is rectangular black cover. The ower's manual has a picture in it showing the location of all fuse panels.

The "trip odometer" on the dashboard doubles as a dimmer. So, the solution to no lights inside the Toyota Sienna is to turn the trip odometer up to turn the lights back on.
Turn the stem for the odometer reset
check the fuse that's if the bulb is not burnt out.

If you know where to change the odometer/tripmeter display... Instead of pushing that control, turn it counter-/clockwise to dim/brighten the dash lights.

The trip odometer switch on the odometer itself is the dimmer on Toyota Sienna. If you turn this switch all the way to the left your panel would become dark. Simply turn the switch to the right and all panel lights would come on. I had a similar problem and the manual bailed me out.
The fuse box is located under the steering column, the fuse to refer to are the following ECU-IG and PANEL they both require a 10 ampere fuse.
