Replace the windshield wipers.
There is no jeep wrangler for that year. There is however Jeep grand Cherokee. If your talking about the grand Cherokee. yes the windshield are the same from 1999-2004. There is a difference in the windshield when it come to a chrokee and a grand Cherokee. ^^ not sure what the heck he's smoking, but it must be good. the answer to your question is all tj's (97-06) have the same dimensions for the windshield. possibly different on earlier wranglers (yj's) and definitely different on the newer ones (jk's)
The 1999-2000 Jeep Grand Cherokee takes 21" replacement windshield wiper blades on both sides front and an 10" or 11" rear wiper blade.
You can detailed instructions on how to reset your wipers on youtube.com/watch?v=KFBLtlnkpuI
Not sure about 1999 but on 1998, pumps and windshield fluid bottle are one assembly. Take out the windshield fluid bottle, you'll find two pumps at the bottom.
A seat from a 1999-2004 Grand Cherokee is what fits in a 1999-2004 Grand Cherokee.
It is under the cowl thing. You must remove the wipers. MAKE SURE YOU MARK THE LOCATION OF THE WIPERS ON THE WINDSHIELD.
It may be casued by a faulty Delayed Wiper switch. I've seen this in General Motors vehicles also. Low battery power can sometimes trigger wipers and such. How's your charging system doing? Possible bad switch.
