If the 97 is set up like the 96, then the same 15 amp light blue fuse that controls the tail lights will also control the dash lights. On the 96 this fuse is # 17 in the fuse panel behind the battery.

Your High/Low switch is bad and needs to be replaced.
On a 97 Toyota Camry, the flasher relay is typically located under the dash. When the dash is opened, the flasher relay will be right under the gas pedal.
check fuse 4 or 5 under the hood, i can almost promise its blown, i had the same problem. my plate lights, tailights and dash lights didnt work.
I have a 97 Buick Park ave and the dash lights went out ? all other lights seem to be working , and I cannot identify which fuse , if any could be in need of replaceing . I cannot , with the owners manual , identify which fuse it is that controlls the dash lights ? there are too many , fuses with confusing acronyms ? Any one know exactly which fuse I need to check ?
I have a 97 F-350 and the fusebox is located just below the a/c vent on the side of the dash.
My 97 Mark did the same thing. It turned out to be a blown fuse. Cant remember which one but I do remember it was a 10 amp fuse.

dont know about 97 but in 94 there is a diagram on the inside fuse panel (under dash). The one for rear brakes should be labeled "stop". Its is a blue 15a.
the yellow light on your dash means thst you have a bulb out in the rear of your vehicle. Hava a nice day.
