I have a 1999 ex v6 coupe which should be identical to yours. My manual says the AC fuse is located: Drivers side internal panel - AC clutch relay fuse #3 (which is the 3rd from the bottom. S/B a 7.5 amp fuse.)

Did you get an answer? Mine just went too and NONE of the fuses seem to indicate that they are for the AC. One was called Cooling fan... and happened to be blown... but replacing it didn't seem to do anything. Makes me wonder what that "cooling fan" is and how long I was without it. Same problem, same model year. Cannot locate a fuse for AC. 4 fuse boxes and no AC fuse?

Blown fuse, low of refrigrant, defective compressor, or compressor clutch.
pop the hood, and look on the passenger side upper corner. There is a black box for fuses, and it will be in there.

It is probably the bearings in the fan{the one in the dash} the easy way to determine is to disconnect it or pull the fuse out .
