New generation Panda is not fitted with a cigarette lighter, There is an accessory outlet next to the cup holders betwen the front seats.
The Cigarette Lighter fuse, identified as C/LTR, and the Accessory Power Outlet fuse, identified as AUX PWR, are in the Passenger's Side Instrument Panel Fuse Block. See page 5-99 of your "Owner's Manual" for details.....
Cigarette lighter outlet is special outlet that will hold and power a cigarette lighter. A power outlet is designed so a cigarette lighter won't work with it. They look the same and most 12 volt car accessories will work in either.

No a cigarette lighter outlet can not be installed on a snow machine without a battery. The outlet will have no way to charge up.
Check the outlet by plugging in a 12v accessory (radar, gps, phone charger). If it has power, then the problem is the lighter itself. The are only a few dollars.

The cigarette lighter outlet is only on when the car is on or the key is in the accessory position. The two dedicated power out lets are always on. AS a point of interest if the battery is dead you can jump the car through those outlets.
