Both seats run on the same fuse. They are powered through the same body wire harness circuit. I'm not sure where the fuse is though. It is most likely underneath the dashboard on the drivers side, or under the hood in an enclosed box.
Heated seats were optional. The only way to be completely sure they are installed on a specific Jeep Cherokee is to look for the switch that turns heated seats on.

Our '97 Grand Cherokee had this same issue and it was the relay under the seat that is plugged into the heated seat element. The relay runs about $120 from the dealer. The passenger side one was working fine so for now we've swapped that one to the driver's side.
The main difference between the limited and the Eddie Bauer is that the Eddie Bauer has two-tone leather seats and the limited does not. Also, the limited has chrome roof racks, running boards and wheels (2003 up). The XLT is a cheaper version of the Explorer. It features cloth seats and downgraded features.
