In the Power Distribution Box ( which is " live " ) that is located in the engine
compartment on the drivers side , there is a 20 amp maxi fuse for the horn and
PCM memory in the row nearest the drivers side and the 2nd fuse from the
firewall end ( the P D box diagram is on page 387 of the manual )
There is also a relay for the horn located in the P D box

The horn relay is located in the fuse box of the 1996 Lumina. The fuse box is located under the hood of the car.

its in the engine compartment fuse box, unscrew the top, and on the inside of the fuse box is a diagram of which fuses are where. my horn fuse is in the top left.
on the drivers side, look where the pedals come into the car, that is where the location of the 1 fuse box is that has the horn fuse in it
