In the fuse box under the hood.
Yes, it's inside the fuse/relay panel.

The 95 Saturn SL1 does it too.
try looking for a wiring diagram
open the hood and look on the driver's side right by the left headlight.
Yes, the SL1 is a multi-port fuel injected engine with a single overhead cam.
I have a '93 sl1. It usually takes 4 quarts with the filter
20A (yellow). It's listed on the panel covering it.
1. Remove the driver's side headlight. 2. Unbolt the horn and bracket from car. 3. Get replacement 3-wire horn. (available from Saturn for ~$70) 4. Install new horn and bracket on car. 5. Intall headlight.
I have found that on my sL1, the reason that the horn didn't work is because the horn is located in an area where water and moisture collect. this has caused the 1 terminal to completely rott off. I removed the clip that connects to the horn, which is a 3-wire plug, and i noticed the hot terminal was completely broken. there was corrosion. I replaced the horn and it was fine.
The fuse box diagram for this vehicle is found in the owners manual. It is also found on the backside of the fuse block cover.
Check the wiring on the starter. Also check all grounds
