Yes, there is a fuse for the windshield wipers on a Subaru. It can be found in the fuse box of the car.
Fuse for the radio and clock is in the panel behind the coin tray. It is fuse #9. Your owner's manual has this information along with a diagram that I cannot share in this space. If you do not have a manual for your car, you need one.

The connections on the back of the clock need to be re-soldered. You have to take the clock out of the dash, and take it apart to find the solder points and just re-solder each connection point on the circut board. That is a common problem with the Maxima dash clock. . For a modest fee you can have the clock repaired at subaru-clock.com (the problem was also common to certain Subaru Models) or from a variety of vendors on ebay.
Most likely it is inside the cabin, on the left hand side behind the pull out panel that looks like a small storage container. Refer to the manual to see which fuse it is exactly.
