I cannot find a a fuse location in either the dashboard or under-hood fuse box. They may be protected by in-line fuses, which means you will have to trace the wiring out to locate it.
The 1998 Honda horn relay switch can be found on the inside front quarter panel. The relay switch will be on the drivers side door panel.
Check the #6 fuse. If it is good then the VSS needs replacing.

A crank shaft position sensor on a 1998 Honda Accord reads whether or not a the engine is spinning correctly. If there is a discrepancy on how the crankshaft is spinning the sensor will relay it to the ECU.
Check for a blown fuse or defective fuel pump relay.
