Open the drivers door, on the side of the dashboard there is a removable panel, its behind there.
On the drivers side, it is on the panel beside the sterring wheel, It pops off and the fuse box is under that side panel!

Open the driver's do and it's on the side of the dasboard, you have to push a screwdriver (the VW keys are actually perfect size for this) into a small hole in the bottom of the panel and lever it out.
On my 1999 Passat GLS, the fuse panel is on the left side of the dash, facing the driver's door. Use a screw driver at the bottom of the cover panel to pry it off and expose the fuses. The fuse panel cover has a fuse puller and card that diagrams the fuse locations with their purpose.
