Most likely a fuse problem. If not a bad fuse then check wiring.
Open the drivers door and look at the lower dash and you will see a panel that can be removed and that is where you will find the fuse.

I believe that the 94 & 95 are the same. If it is. the fuse is on the passenger side under the dash. You must remove the lower dash panel and the fuses and relays are hard to see. The fuse location on the fuse panel is listed in the owners manual, On the 95 it is the third fuse down in the middle row. They have a location chart sticker on the panel that you have to remove to get to the fuses.
The tcs on your saab 95 year 2000 is not working because it is faulty.
it is probably a fuse and it is labled cigar in a separate fuse panel directly above the fuse panel in the lower left side of the dash. if that is not it the dash panel around the radio has to be removed and the wiring checked at the lighter.
