The Galactic HQ is in the northeast corner of veilstone city. You can only explore it after you beat the seventh gym. All you have to do is FLY to Veilstone City; Go down the stairs and turn on the road to your right (east); At the end of the road go up (north) and follow the road to a staircase going up. This brings you to a huge building - The Galactic Headquarters.
