I believe that is in the center stack of the dash and that you remove the radio to
change it

I'm not a mechanic / technician but I believe that the 4x4 Control Trac system on a 1995 Ford Explorer does not have a separate control module I believe the 4x4 system is controlled by the GEM ( Generic Electronic Module ) and that it is located in the center stack of the dash near the radio

I believe the generic electronic module ( 5.0 L - 1996 to 2001 ) is located behind the radio and to the left - disconnect your negative battery cable and then remove your radio to gain access
On my 2001, it is located behind the driver's side kickpanel.

As far as I know , the 1995 Ford Explorer doesn't have a SEPARATE module for the 4 WD . That is also handled by the GEM ( Generic Electronic Module ) and I believe that is in the center stack of the dash and that you have to remove the radio to actually change it
