I haven't heard of any in Morrowind, I don't think there is any. In Oblivion, you need the Shivering Isles expansion. You can get to it if you play the Mania side.

I would go for morrowind if you want a more immersive game world with better stories, but go for Oblivion if you want better gameplay mechanics like vaguely interesting combat and also in oblivion being a mage is a feasible option unlike morrowind.
