The Future Machine is in Professor Pendulum's lab on Time Tangled island. Push the large plug in at the bottom to power it up and go to the future. The "time device" looks like a small stopwatch and can take you into the past or back to the present. To travel to a certain time, select one of the 11 time periods and its date (BC or AD) will appear in the center dial. Press the button on the left side of the device to travel. When a time period has recovered its lost item, the spot will show as GREEN on the time device.

The 'Lost' island isn't 'where' and isn't 'when' because it apparently moves through space and time... Hope that helps.
The trader in the Mali Empire (1387 AD) has lost his bag of valuable salt rocks. You will find them atop the roof of the Graff house in 1776 AD. (Thomas Jefferson's draft copy of the Declaration has coincidentally been found by a dealer at the Timbuktu Inn.)
Items are rarely "lost", and are usually just not shown in the item list. Go to Thomas Jefferson at the Graff House in 1776 AD and see if the prompt will tell him "I have the Declaration". Otherwise, the document (for whatever reason) is still in the hands of the merchant in 1387 AD.
