The button to turn on the hazards in Chevy lumina is on top of the steering wheel column.
The Hazard flasher button for a 1988 Cavalier can be bought from several sources. A Chevy dealer, online parts sites or even local salvage yards can all supply the button.
It was missing when I bought my Lumina and I just got one at the boneyard and popped it on as easily as I popped it off the donor car.
According to my local chevy dealer, it is the emergency flasher relay button and flasher assembly all combined. $75.24.
The 1990 Chevy Lumina signal flasher unit can be found beneath the drivers side dashboard. The signal flasher unit will be above the brake pedal.

The flasher is located under the dash on the drivers side above the brake pedal. It should say flasher relay on it

I don't know of a flasher TERMINAL. There is a turn signal flasher in the wiring under the dash next to the steering column and an emargency flasher that sometimes is in the fuse panel.
