The hazard flasher switch is located in various places around the dash or steering column, as there are no regulations for its location. It is usually marked with a triangle.
Try pulling out the hazzard light fuse or hazzard flasher relay.

I would try another hazzard switch,if not cured then the body computer could be at fault,renault call it the UCH.
If it is the same as a 2000 it is part of the hazzard button.Disconnect the battery.Remove the instrument cluster by removing the beuty ring around it.Should be 2 screws.Remove the instrument cluster I belive there is 4 screws that hold it in.You should not have to disconect the wires into the instrument cluster.Now you should be able reach the hazzard button.There is a push button clip that you squeeze with your thumb and finger to remove BOTH the hazzard button and the cruze control button. It's right behind the hazzard button, you must pry the button out for access.
May be a problem with the switch in the steering column
Usually the hazzard button is located on the center/top of the steering column. Just press down the button and it should release. down=on/up=off, but if the battery is dead this won't matter until you install a new battery
on your car the flasher is located behind the instrument cluster beside the hazzard lights button.
