If it is the same as a 2000 it is part of the hazzard button.Disconnect the battery.Remove the instrument cluster by removing the beuty ring around it.Should be 2 screws.Remove the instrument cluster I belive there is 4 screws that hold it in.You should not have to disconect the wires into the instrument cluster.Now you should be able reach the hazzard button.There is a push button clip that you squeeze with your thumb and finger to remove BOTH the hazzard button and the cruze control button.

The turn signal relay is part of the hazard switch. You can access is by removing the center vent. I think the part is around $20 from a dealer. Mine is going out, but I've found that I can just give the dashboard a "technical tap" and the blinkers come back on.
Check the signal light fuse, the signal light relay, and the signal light switcher.

Didn't say what year but, most of them had the signal flasher relay and 4-way flasher relay behind the lower plastic dash panel, aprox below the radio. The panel must be removed to gain access to the relays.
Flasher relay is located in the center console under the radio. You will have to disassemble the console in order to gain access to it.
