the circuit breaker is built into the headlight switch.
Headlights have a thermal circuit breaker. A short to the headlight (positive to ground) will cause the breaker to trip. The breaker cools and the lights come back on till the breaker heats up. Find the short and fix it.
It usually means that there is either a short in the circuit or the breaker is faulty.

There isn't one. There is a self-reseting breaker built into the headlamp switch.

No. There is not a "fuse" for the wipers. There is, however, a "circuit breaker" located in the fuse box under the the driver's side of the dash. Part # D9AZ 14526C.
According to the 2002 Ford Crown Victoria Owner Guide : In the Power Distribution Box ( which is " live " ) located in the engine compartment ( # 7 is a 20 amp circuit breaker for the trunk lid release , power door locks , and power seats )
