If you problem is with a Mk3 fiesta you will probably find its the controlling relay for heated window as over time this gets hot and melts? it just a case of renewing it. It is located behind fuse box inside car.
The relay for the heated rear screen on a Golf MK4 should be just below the heater controls on the dash. Look for a button that says rear defrost or something to that effect.
In the fuse box under the rear seat. Pull the seat up from the front (2 clips behind each of the front seats) and remove. Don't forget about the seat's electrical connector on the passenger side if you have heated read seats. The fuse box in on the drivers side of the vehicle. The 'Run' relay (position number 3) is the heated seat relay.

One way you locate the indicator relay on your 1999 Ford Fiesta it by looking in the user manual. The manual has diagrams showing the parts of the car.
The relay for the heated seats are under the back seat in on of the fuse boxes...check the diagram inside the cover for the proper location.
To find the rear heated screen relay open the bonnet, and on the passenger side near the windscreen there is a plastic flap if you open it you will see a fuse block , If you look behind that box there is another enclosed box which houses seperate relays for the rear screen and the indicators. To get access to this box requires removal of the indicators and plastic scuttle below the windscreen.Once you have done this you need to remove four torx screews to open the casing to access the relays. To replace the plastic scuttle you need to re-seal it to the winscreen.
if the switch lights up then check to see if the metal connectors and strips on the rear window are ok if they are then i would say the rear screen relay is broken.

Under the actual indicator. There are 5 screws holding the steering column cover together, remove them (all underneath the column) then under the indicator you will see the relay switch (black box thingy) Why do I know? I have a fiesta mk4 and the relay has gone, resulting in no indicators at all.. not even on the dashboard.
It is on the right-hand side of the fuseboard behind the driver's cubbyhole. Pull the cubbyhole off, undo the 2 screws and gently push in the locating clips. The fuseboard will drop back slightly, but there is a retainer underneath - black plastic with holes in it - this needs to be removed (it's quite flexible) before the fuseboard will move enough to get the relay out. Should be the one in the middle :-) good luck1
The wiper relay switch for the rear wiper on a Ford Fiesta will cause the wiper to stop at the exact location where it is shut off. A hole in a vacuum hose will also cause this to happen, but the wiper will also run intermittently if it were a vacuum hose problem.
