The helm is a ship's steering mechanism. So it can be anywhere depending on the type of ship. Usually it will be in the Bridge.
The "helm" is the place where one controls a ship's direction. "Take the helm" means to take control of where the ship goes. To "steady your helm" means to ensure a straight and steady course and not be turning the ship.

The helm is the steering wheel of the boat or ship.
It is called a ship's wheel, and along with other parts, it forms the helm.
A helm is the official name, but it is often referred to as the "the wheel." As ships modernize, however, we will start see less and less of the helm and begin to see a lever style control more often.

The helm.
The captain directs the ship from the "bridge" (i.e. the captain's position or chair, at the helm). On a sailing ship, the "helm" was the wheel or tiller. One could also direct the crew from atop the "poopdeck" which was the roof of a cabin built near the rear of the ship.
