There isn't a high beam relay but there are headlight relays located in the engine compartment. There are two, one of the driver side and one for the passenger side.

You need a wiring diagram for your year Outback. These are available from eBay sellers, usually less than $10. If you are adding additional load to a circuit that is not designed for the load it will really come in handy.
There are total of three metal/plactic screws/brackets. All of them are on top, two are visible, one is semiidden under the grill edge. Start with removing the grill and it will be obvious.

The high beam switch for the Subaru Liberty is located on the left side of the steering wheel. It is on the same lever that the cruise control is located. The lever is either forward or back depending on whether high or low beam is wanted.

If only one beam isn't working, it probably isn't the relay. More likely, it's in either the harness or the wiring.
