My 1994 Voyager Owners manual, 0n page 176-177 tells me that the Horn fuse is a 20 Amp(yellow)fuse that is located in position 3(Three)in the fuse panel. Besides the horn, it should also provide power to the Cigar Lighter, the Horn Relay and the speaker amp.

Both, the horn relay and the horn fuse are located under the dash panel on the left side of the steering wheel. The fuse is a 20 amp fuse, lower left side of the fuse panel (which is somewhat difficult to access...especially if you have large hands) on the firewall. The horn relay is located above the fuse panel on the branch of wires coming out from the rear of the fuse panel.

Behind the fuse panel. You have to remove the fuse panel located in the drivers side kick panel and mounted on the back side of the fuse panel are a cluster of relays. One is for the Horn.

Horn Fuse # 14 ( 20 amp) in the fuse panel on the passenger side. Be sure and check fuse. Exchange with another 20 amp fuse and try horn if horn still does not work then it is the horn relay located under the hood fuse panel.

It's the 15 amp CTSY/CLK fuse on the fuse panel. The fuse panel is located on the right side of the instrument panel. Open the passenger door and you will see it.
The reason for the problems with the horn on the Corvette could be attributed to a faulty fuse or horn relay. This can be located in the fuse and relay box that is located under a panel on the passenger side floor board.
