It is in the fuse box near the battery, on the driver's side. You'll have to open the hood. It has a black plastic cover, and is located above the wheelwell. If you clean off the lid of the fuse box, it should have a map (at least it does on mine). There also should be spare fuses inside the lid.

If you look at the fuse diagram on the lid of the fuse box, which is found under the hood, it clearly labels the fuse HORN

the horn of my Toyota cressida dosent work and the fuse are ok.
It could be the horn relay, a defective fuse or a shorted wiring. Need to check the wiring first, then the fuse and lastly the horn relay.

ofcourse there is a fuse for the horn.. look in the fuse box! (I know its not in the fuse box in the kick panel or by the engine ive looked its elsewhere in the car)

If you can hear the relay click, it's not a fuse. It's either the circuit to the horn or the horn itself.
The horn relay can be found in the fuse box under the hood. The 1990 Toyota Camry horn relay is found in slot 12 and is rated at 10 amps.
Chevy has cavaliers. (most fuse boxes are below the driver side by the left knee on Toyota's)
