To fix a broken horn on the 1999 Dodge Caravan SE, first check the horn relay and fuse to be sure that they are not blown. Then, check the wiring to see if there are exposed wires. Replace fuses, relays, or wires as needed. You can access these parts by removing the cover from the center of the steering wheel or by using the fuse panel.

Check the relay switch in the engine compartment. I bought a new relay switch for $16 and it has worked since.

Hi There could be a few things wrong, The contacts where you push for the horn, the contact ring under the driving wheel bezel, harness, fuse, or horn it'self. I would test the horn by using a jumper lead wire from the positive [red side] of the batt, and to the plug on the horn, if it works then You check the fuse, if they are ok check the wiring. IMHO It's most likeley to be a bad connection at the horn or a dead horn. PS: Also make sure that the horn is well grounded to the chasis. Check in this order. 1]Fuses 2] If horn works by giving it power from the batt. 3] good ground 4] Wheel switch with a test light on the plug that goes on the horn and the other and on a ground [ any metal part of the body, or - terminal on the batt [black wire] press the horn if the test light lights up thenit's most likeley the horn. I have the same problem with my 2001 Sisan Sentra SE. I have checked the horn, relay, and fuse and all are fine. I have found that the mass of wires which from the fuse box to the relays are undersized and poorly protected from the elements. They also run under the battery and behind the front bumper where anything can get into them. I have found a few green wires just under the battery. The wires turn green when the copper in the wires oxidizes from road salt. I have reconnected these wires and still no connection to the horn so i ran a new wire for the horn from the fuse box to the relay box to get a good connection. Once i put everything back together and reconnected the battery the horn fuse blew because of a short. Even if you have no problems I sugest looking at these wires to be sure that they are covered very well especially where they take a 90 degree turn under the battery. It appears that the gear shifter and the brake lights are tied to the same fuse as the horn. My car horn keeps sounding off sporadically and the only way I can get it to stop is to pull the fuse. when I pull tis particular fuse the brake lights go and the gear shifter does not work. In order to get it into gear I have to put the key in the gear shifter box.
