you can remove the horn relay in the fuse box.
fuse or relay, horn is on drivers side,have to remove headlight to get to it!!
It's a 20 amp fuse located in the fuse box (black rectangle labled Fuse-Relay) under the hood. This is on the driver's side. Press the tabs in and lift the cover off. If tape is securing the lid, just use your finger nail to split the tape. There is also a horn relay.
Check the fuse. On some hondas the horn and brake lights are on the same circuit. See if you have brake lights...if not, fuse for sure.
You can find the fuse box underneath the steering compartment or in the engine compartment close to the car battery.
The dip stick is on top of the valve cover in the middle,should have a yellow top.

The 1999 Chevy Malibu cigarette lighter fuse can be found in the fuse box. The fuse box is located in the engine compartment. The cigarette lighter fuse will be in the second column, fourth from the top.
Keep it simple, check the horn fuse, if good remove horn relay & briefly connect the #86 & #30 (12V+ to horn), If horns blow then swap relay with Daytime running lights. Note the relay position when you remove them cause GM reverses some of the relays. If horn still doesn't work then its probably the horn switch on the air bag cover. $400+ repair.
The seats from a 99 tracker will not fit in a 96 because they are bigger.
When changing fuses it is important to know the fuse box location. In a 1999 Chevy Lumina car, the fuse box is located under the hood of the car.
