You should be hearing the relay clicking when you press the horn. If you don't, replace the fuse first. It is fused by the same fuse as your cigarette lighter & code port (all the same fuse, I know, kind of dumb). This is the fuse box on the side of the dash (inside the door, driver's side). Your horn relay is going to be located above the PASSENGER's feet, behind the glove box. It may even have a cover over the top of it. Incidentally if you want to know where the horn is, it's attached to the frame on the front right corner of the vehicle (passenger side). Hope this helps.

There isn't a fuse for the horn. The horn instead uses a relay to function. The GM Parts Department specifies it is located underneath the driver's side panel where the accelleration and brake pedals are.

Under the hood, on the passenger side of the firewall, there is a fuse and relay cover... remove it. The relays are located horizontally under the two fuse boxes and the horn relay is the second one from the left.
