Kia Sportage horn & headlight relays are located at the bottom portion of the dashboard right below the steering column. there are 4 screws holding the cover panel- two are hidden but you can obviously locate the plastic covers, while the other two screws are at the bottom edge of the cover panel.
there are two relays- fuel and engine power located at the fuse box near your battery at the passenger side of the engine bay (your left side when facing the car hood).
