The horn relay on a 97 Buick LeSabre is located at the front of the engine compartment, near the headlights. It provides power to the horn and triggers it when the button is pressed on the steering wheel.

A 97 Camaro came with an LT1 not LS1. Its fuel pump relay would be behind the kick panel on the driver side below the dash.

The horn relay for a 1997 Buick Skylark is typically located in the underhood fuse box. You can refer to the owner's manual for the exact location or check the diagram on the underside of the fuse box cover for guidance.
Try to operate the horn and listen for a click from the horn relay probably located under the hood. If you don't hear a click I would check out the horn switch contacts in the steering wheel. If you hear a click I would check for power at the horn using a test light. If you have power at the horn connection when horn switch is activated it is probably the horn itself that is bad. If you have no power at the horn connection when the horn switch is activated replace the horn relay.
On a 97 Toyota Camry, the flasher relay is typically located under the dash. When the dash is opened, the flasher relay will be right under the gas pedal.
Open up the glove compartment and take out all the junk in there. You will see a door marked "relays". Remove that door and you will see 3 or 4 relays in there. One is the fuel pump relay, another is the horn relay, another is the relay for the daytime driving lights and if you have a fourth one it is for the power door locks. Which order they are I don't know. You will have to use the process of elimination to find out which one is for the horn.
Possibly an internal short on the fan itself, try replacing the fan.
