The horn relay on a 1991 Ford Ranger Super Cab should be the same as a 1992 Ford Ranger. Here is where I found it -
After having removed the instrument panel trim and the headlight switch you'll find the relay behind the vent tube that is behind the headlight switch. It is difficult to get out, but it will come out. Tip the bottom of the relay towards the front of the truck (it's attached to the vent tube) and lift it out. It might take a couple of tries before you can get it out.
Since it is so difficult to get it out, being clipped to the vent tube, I opted to secure it a different way so that I can service it again if needed.
