Wrong. It's inside the rear right tire. On 4WD models it's inside both left front tires.

The horn relay for a '95 tacoma is located on the back of the small fuse block on the top right side. The fuse block is under the dash on the driver's side.

Horn relay is located under the dash on a white plastic block. Did you get yours fixed?

Switch? Relay?
Possible causes are a fulty horn relay, faulty horn switch (probably part of the steering wheel SRS module), or a short circuit between the horn relay & horn switch. Quickest temporary fix is to remove the horn relay, but as a horn is part of the required safety equipment on automobiles you need to find the source of the problem & fix it asap.
In the Chevy service manual , it says " in the center of the instrument panel behind the blower speed selector . " But I checked there and so far I can not find that stupid relay. My horn hasn't worked in over a year . What I need is to find another 2000 tracker , with a working horn , then disconnect the horn ( to keep it quite ) and listen for the relay " click " so I can find it .

If you are facing the front of the vehicle, the relay is (at least on my 2000 Sahara) the one nearest you on your right-hand side in the distribution center.
