Did you try the horn relay? It is located near the fuse box.
right next to the emergency flasher It is a white three prong connector

The 1994 Pontiac Firebird horn relay switch can be found on the inside of the front quarter panel. The horn relay switch will be on the drivers side quarter panel.

The horn is located on the driver side of the engine, real close to the battery. No. It's on the passenger side next to the rad.
Should be in front of the radiator on either side. To easily find it, have a friend honk the horn while you find the source of the sound.

The horn is located on the front of the radiator bulkhead, to the right of the rightside frame member, below the right headlight assembly. You can access it from below the bumper.

Nevermind..I found the horn relay online.. My horn went off this morning and in a panic.. I unplugged it. My neighbor said he thought the horn relay went bad.. The top was down in my 2003 Wrangler during a rain storm and it got soaked..SO I don't know if this is related or unrelated... I found the horn relay on line.. here is the link... http://www.parts.com/jeep/2003-jeep-wrangler-electrical-parts.cfm I am guessing I can just try swapping out the horn relay for 8 bucks and go from there?
